Namibia’s President Appoints Two Special Upstream Petroleum Advisors

Namibia’s President Netumbo Nandi-Ndaitwah has appointed Kornelia Shilunga and Carlo McLeod as special upstream advisors within the presidency to help shape the country’s growing petroleum sector.

In a statement released Friday, the presidency announced that Shilunga will serve as the Special Advisor and Head of the Presidency’s newly established Upstream Petroleum Unit (UPU). McLeod will support her as a Special Advisor and Deputy Head of the unit. Their appointments are effective immediately.

The new advisors bring significant experience from both the public and private sectors. Shilunga served in Namibia’s National Assembly and as Deputy Minister of Mines and Energy from 2015 to March 2025. McLeod previously held senior positions at Chevron Namibia and the Petroleum Affairs Directorate of the Ministry of Mines & Energy.

The presidency noted that the new unit will review the current regulatory framework and recommend reforms to strengthen governance, transparency, and efficiency in the upstream petroleum industry. This move comes as Namibia continues to attract global interest in its offshore oil prospects.

“President Netumbo Nandi-Ndaitwah expresses confidence in the respective abilities of Ms. Shilunga and Mr. McLeod to execute their duties and wishes them well in the execution of their assignments,” the statement concluded.
